Most home owners simply don’t have an extra $5,000 to $100,000 lying around to invest in energy remodeling. And if those home owners DID pay cash up-front for those projects, they might have to wait up to 20 years to recoup their investment.

So the options are limited: California can either build expensive new energy plants or reduce our state’s need for energy. If California built new plants, they state would get the money through bonds that would be paid back through increased property taxes.

Then, a combination of the energy savings and tax deductions dramatically offset the loan payments, so that home owners (and the State) enjoy reduced energy needs immediately, repay the loan over time, and only have a small fraction of that money coming out of their pockets. In fact, most projects involving solar power end up saving the home owner well over the entire amount of the loan payment.
